Local Council meeting of 6th May 2024, position of the Greens
1.02 The Environment Agency recently published the current version of the strategic noise map. In addition, ‘déi gréng’ have sent written questions to the College of Aldermen on this subject concerning our municipality. The latter has promised to respond at the next council meeting.
1.03 The annual report of the Climate Pact and the Nature Pact was particularly interesting this time. We welcome the fact that a report on this subject is presented to the municipal council once a year. At the Local Council meeting on 23.09.23, ‘déi gréng’ judged the majority of the indicators used to measure climate protection to be insufficient. One year on, we still regret the lack of innovative and convincing innovations! Here are just a few of our thoughts:
-In the Berchem school project, it is no longer acceptable for less than 20% of the roof surface of a new building like this to be used for photovoltaics. What’s more, the bike shed has no safe access for cyclists to get to school!
-The 30 km/h zone in the “rue de Bettembourg” and the new layout of the “rue des chemins de fer” are not conducive to cyclists, and a pedestrian link is nothing new either, as it is already easy to get from the “rue de Bettembourg” to the “rue de chemin de fer”.
– As far as the “awareness work” chapteris concerned, there has been no external analysis of the effectiveness of these measures! In our opinion, it is not enough to distribute a flyer several times a year. More concrete measures are needed!
-As far as the overall network of cycle paths is concerned, there are so many shortcomings that we don’t see how the municipality can achieve a score of 50% any time soon! Generally speaking, there is still a lot of room for improvement when it comes to soft mobility. It would be more important to guarantee a smooth flow of soft mobility to the residents of Roeser, reliable footpaths, safe and short cycle paths and well-connected public transport than to build new car parks and thus give priority to car traffic.
All in all, it turns out that last year it was more difficult than expected for our municipality to move up to the next level. What’s more, our neighbouring municipalities of Bettembourg and Dudelange have already had “gold” certification in the 75% climate pact for several years now.! In many areas, our municipality is currently below 50%. Even in the natural pact, the rate was only 28.4% in January 2023, whereas the target was 40%. By 2024, the aim is to reach 50%, i.e. bronze certification. Although the dynamics and motivation of the climate team and the new external climate advisor are promising, ‘déi gréng’ remain sceptical about the possibility of achieving the optimistic objectives of the Aldermanic Council as easily and quickly as they say! In any case, ‘déi gréng’ would be delighted to see this happen and would commit to it.
Under item 2.03 Hierchterbierg priority residential area, the master plan has been approved by the local council. This includes the implementation procedures. For example, a competition will be organised on the basis of the master plan, and public participation will be encouraged throughout the project. The Société d’habitation à bon marché is piloting and coordinating the project. In this sense, we can support this approach, but the ‘déi gréng’ would like to have access to the current master plan and hope that the local council and all citizens will soon be informed by the College of Aldermen.
2.11. We congratulate the Mayor on his successful purchase of an old farmhouse in Bierchem. This building, to which many functions can be attributed, increases the capital of the municipality and is a characteristic building that preserves the rural character of the village and should therefore remain in public hands.
8.01. During oral questions, we repeatedly asked the Mayor about the many problems caused by the work on the rail network and the construction of the new bridge at Bettembourg. At the moment, there are many annoying delays on the railways, and in the summer, there is no rail link at all to Berchem for over 2 months! This is why “déi gréng” have asked the College of Aldermen to offer alternative shuttle services to the Cloche d’Or, where they can then catch the tram. For the same reasons, ‘déi gréng’ proposed improving the cycle paths leading to the new football stadium and into town, marking them out and publishing them in the “Buet”. The mayor replied that it was not up to our municipality to do the CFL’s homework and that it was difficult to propose a global solution that would satisfy everyone. The ‘déi gréng Réiserbann’ feel that the College of Aldermen is shirking its responsibilities and abandoning the citizens! We, the ‘déi gréng’, don’t think this is fair! That’s why we’re staying mobilised on this issue and contacting the CFL and the Minister for Transport to see if they can come up with any solutions! Check out our Instagram ‘déi gréng Réiserbann’.
